From the Gestral Arena, head to the path on the left past the second arena to find a Paint Spike in a narrow path between houses. Destroy the Paint Spike to find the Betelim inside the room. Requires the Paint Break to destroy Paint Spikes. The ability can be unlocked and is given by Sastro back at Camp upon finding 4 out of 9 Lost Gestrals.
